Proposal Experience

Rick Alan Rice Consulting has provided proposal management and technical writing services to a wide range of clients. Deliverables include compliance matrices, initial authorship of technical approach sections, crafted qualifications sections, detailed plans, graphic illustration, and response document design. Proposal management deliverables include kickoff meetings, coordination of contributors, schedule alignment and monitoring, Blue/Red/Gold team reviews, and final product quality control. 

This page provides a wide-variety of examples of the proposals I have developed in the Architecture-Engineering-Construction (AEC) and Information Technology (IT) sectors. 

From 2000 through and February 2007, I worked in the Architecture/Engineering/Construction (AEC) sector, first as a consultant to Bechtel (all divisions), and then as a staff member of Innovative Technical Solutions, Inc.. Proposals and project work done for those groups are not detailed in this list. Major Bechtel projects including the $17 billion  Doha International Airport, Qatar. ITSI work primarily involved IDIQ contacts for DoD and DOE work. From 1994-1997, I developed proposals for landscape architecture and land planning firm Royston, Hanamoto, Alley & Abey. Major wins for RHAA included a Stockton, California Waterfront Park and a landscape design for Hopkins Marine Station.

Proposal Manager and Writer – U.S. Army Corps of Engineers, Tracy Warehouse – F&H Construction (Lodi, California) – (02/14 to 03/14) – Managed and wrote a proposal for design and construction of a permanent, non-combustible, General Purpose Warehouse with concrete floors and a 26-foot clear stacking height, weather-sealed truck doors, loading and unloading docks with dock levelers; administration annex with restrooms, locker rooms, and employee break room, HVAC; and a utility annex at Defense Depot Joaquin Complex (DDJC) Tracy, California. 

  • Worked with project sponsor to organize a team of architects, engineers and general contractors to manage aspects of the work. 
  • Developed Past Performance Questionnaires for sample projects and managed the response of referencing clients. 
  • Provided primary authorship of most aspects of the proposal. 
  • Coordinated the work of a graphic artist to develop high-quality covers, spines and tabs. 

Proposal Writer – State Route 140 Ferguson Slide Permanent Restoration Project – Caltrans – Granite Construction – (12/13 to 1/14) – Interviewed key personnel to develop resumes focused to the requirements of this Construction Manager/General Contractor project for Caltrans. 

Proposal Manager and Writer – Design-Build Feasibility and Phasing Analysis for the Capital Southeast Connector – Granite Construction – (07/13 to 08/13) – Worked with a team of consultants, including Wood Rogers, to develop a statement of qualifications to do a the Design-Build Feasibility and Phasing Analysis for the Capital Southeast Connector project. Developed critical approach sections. The project was awarded based on qualifications selection. RESULT: Win. 

Proposal Manager and Writer – U.S. Army Corps of Engineers, Napa River Oxbow Dry Bypass – Suulutaaq, Inc. (City of Suisun, California) – (08/13 to 11/13) – Suulutaaq is a Native Alaskan-owned corporation with offices in Alaska and California. Managed this proposal for design and construction of a dry bypass to handle seasonal flooding of the Napa River as it passes through downtown Napa, California. 

  • Worked with project sponsor Bill Humphries and Suulutaaq proposal coordinator Nilah Moody to organize a team of architects, engineers and general contractors to manage aspects of the work. 
  • Developed Past Performance Questionnaires for sample projects and managed the response of referencing clients. 
  • Provided consultation on the response strategy and worked with contributing authors to refine the language and ensure compliance with the RFP requirements. 
  • Developed proposal graphics and tables. 

Proposal Manager and Writer – Sacramento River Viaduct and West End Viaduct Bridge Deck Rehabilitation, Design-Build Project – Granite Construction, Sacramento, California – (04/13 to 05/13) – Provided RFQ analysis, managed the proposal, and developed sections of a qualifications package to provide DB services for a Caltrans repair project involving deck replacement in active traffic. Coordinated the input of subcontractors Wood Rodgers and T.Y. Linn International, among other. RESULT: Win. 

Proposal Manager and Technical Writer - Helms Tunnel Lining Project – Granite Construction (03/ 13 to 04/13) – Developed a detailed technical proposal for a $4 million Pacific Gas & Electric (PG&E) contract for TTVAT (Temporary Transformer Vault Access Tunnel) and TPHAT (Temporary Powerhouse Access Tunnel) Pillar Lining and T3 Access Tunnel Sump Installation at the subterranean Helms Pumped Storage Hydro Plant in the Sierras. The one hundred-twenty page proposal included detailed plans for managing gas readings in the tunnels, as well as health and safety and emergency response plans. The project involved traffic management and simultaneous operations coordination, as well as the installation of piezometers and tensiometers. The proposal provided a detailed quality control plan for a scope of work that included temporary shoring, scaling, drilling, rock anchoring, patching, grouting, shotcrete, excavation, paving and concrete. Ventilation plans were developed along with environmental management and controls. 

Technical Editor/Document Manager - National Science Foundation Grant Proposal –– (12/13). Provided technical editing services to Texas A&M University (TAMU) Professor of Construction Manager Dr. Kunhee Choi. Dr. Choi’s research is in Automating and Optimizing Construction Work Zone Impact Assessments Required for High-Impact Highway Infrastructure Construction Projects. His research at TAMU is developing a spatiotemporal construction work zone impact assessment modeling framework (SWIA) designed to assist State Transportation Agencies (STAs) with the development of CWZ impact assessments as part of their broader Transportation Management Plans (TMP). These are required by the Federal Highway Administration (FHWA) for infrastructure projects constructed using federal funds. Dr. Choi’s team of Principal Investigators is exploring how planning construction for a spatiotemporal network (e.g., road network) may benefit from integrated analyses using data clusters from existing sensors in the Los Angeles freeway system to predict traffic behaviors when patterns are disrupted by CWZ activities. RESULT: Win. 

Proposal Manager and Technical Writer - Chukchi Sea Exploration Drilling - Small Landing Craft and Workboats – Allen Marine, Anchorage, Alaska – (12/12) – Developed technical and cost proposal volumes for a $2.5 million ConocoPhillips contract to provide catamaran work boats to support Chukchi Sea drilling operations off the coast of Alaska. The contract specified boats ranging from 32-foot landing craft to similar and smaller-sized work boats, each of which outfitted holes and navigation instrumentation, quartering and safety equipment, cranes and work machinery, and engines running on ultra low sulfur diesel fuel (LSD). 

Proposal Manager and Writer – Balboa Park Plaza de Panama, San Diego, California – Granite Construction – (10/12) – Developed a proposal to provide construction services to the KCM Group, who were under contract to improve the historic 1,200-acre facility in the heart of San Diego in time for its 100-year Centennial Celebration of the Park in 2015. The proposal provided the qualifications for a large team of construction management, vertical constructors, landscape architects, electrical subcontractors, shoring specialists, and other. The work was scheduled to take place over four phases while the park facilities remained open and in operation, which further required a detailed security and safety plan. 

 Technical Editor/Document Manager - Elliott Bay Seawall – Granite Construction, Seattle, Washington - (2012). Provided proposal support for a $220 million Construction Manager-General Contractor Request for Qualifications/Project Approach (RFQPA). The project involved replacement of the middle portion of the seawall, which is constructed beneath the existing waterfront business community. The GC-CM contract awards responsibility for Pre-Construction and Construction services in the replacement of the central portion of the seawall. The scope of work includes constructing a new earthquake-resistant system that will support the street and right-of-way, providing access to the waterfront piers, improving marine habitat, and supporting upland uses. The work must be SIMOPS-coordinated to accompany adjacent tunnel boring operations related to replacement of the Alaskan Way viaduct. Pre-Construction services include design progression from 30 percent, Maintenance of Traffic Planning, Phasing, Public Communications, DVBE outreach, and program coordination. Construction Phase services will include excavation, sheet pile replacement, jet grouting and deep soil mixing, construction of a cantilevered waterfront walk, and coordination with the Alaskan Way Viaduct Replacement Project to maintain the vitality and mobility of the Seattle waterfront. WSDOT plans to demolish the viaduct in 2016 following the completion and commissioning of the tunnel. 

Proposal Manager/ Writer/Consultant - ALYESKA Master Marine Services – Allen Marine, Anchorage, Alaska – (2012 ). Developed a 250-page response to a Request for Proposal for a six-year Indefinite Quantities-type contract to provide a range of support services for the ALYESKA corporation and the Trans-Alaska Pipeline System (TAPS). Worked closely with Allen Marine, Pacific Pile & Marine, Northwest Underwater Constructions, and Shoreline Incorporated to provide qualifications and pricing for heavy-civil construction, marine construction, maintenance of ALYESKA assets, boat manufacture, and other. The detailed technical response was successfully designed, developed and completed in less than 10 days. RESULT: Win 

Proposal Writer/Consultant - ConocoPhillips L9323 and Nigliq Channel Bridges – Alpine, North Slope, Alaska - (2012  ) –– Provided SME interview and authorship the Health Safety and Environmental and Project Execution Plan, as well as other sections for a large, 150-page technical proposal for ConocoPhillips Alaska, Inc. (CPAI). The SOW involved the arctic construction of two steel girder and concrete deck bridges requiring thermal modification for driven piles and installation of spin fin piles from 70 to 140 feet deep through permafrost. The heavy civil construction is required to open up a CPAI drilling site. Partnering firms included Pacific Pile & Marine, STG Incorporated, and Peak Oilfield Services Company. The Nigliq Channel Bridge (1405-feet) and L9323 Bridge (250-feet) are to be constructed over two 90-day winter construction seasons (Feb-April), with crews working 24/7 from ice pads in temperatures sometimes dropping below the -35 F degrees project shutdown level. The proposal required a detailed HSE Plan, as well as technical approaches for each aspect of the specialized construction. 

Proposal Writer/Consultant - Deweyville Trailhead and Neck Lake Road, Prince of Wales Alaska – Granite Construction – (06/12 to 07/12) – Provided SME interview, proposal section management, initial authorship and management of review and revision cycles for RFQ and RFP phases of a project to convert a gravel road on remote Prince of Wales Island (SE Alaska) to a 12-mile paved section. The $43 million project involved geotechnical conditions including acid rock, karst, and a range of potential environmental risks associated with the special characteristics of the island. Interviewed representatives of David Evans Associates, AMEC, Southeast Roadbuilders, and Pacific Pile & Marine, all of whom teamed with Granite for the pursuit. Special focus was placed on quality control plans for culvert design, which was used as a model for other specialized QC plans. 

Communications Consultant/Writer - Presentation Toolkit – Granite Construction – (05/12). Worked with Granite executive officers to compile a book of knowledge regarding organizing, preparing and delivering technical presentations to contract selection committees. The deliverables included, among other, a detailed manual containing input from leading industry experts in presentation performance, samples of effective presentation materials, and a PowerPoint deck providing step-by-step procedures to tactical delivery of technical presentations. The materials were developed as part of a suite of resources that Granite provides to its contract pursuit teams through the company’s Intranet. 

Consulting Proposal Manager/Writer - Federal Highway Administration-Central Lands Division-U.S. Department of Transportation Multiple Award Task Order Contract (MATOC), Intermountain Slurry Seal – (04/12). Interviewed key Subject Matter Experts to develop technical approach and special sections in proposing for a contract to provide paving and pavement restoration services in National Parks throughout the western United States. The execution of the technical scope was impacted by work in environmentally sensitive areas necessitating strategic traffic management planning, special environmental protections, innovative construction techniques, detailed communications planning, and scheduling challenges unique to multi-client engagements. Result: Win. 

Proposal Manager/Writer - Regulated Waste Removal from DoS Sites throughout Iraq, AREMENA Engineering & Logistics – (02/12 to 03/12). Managed proposal development and served as primary author for this U.S. Department of State (DoS) $12.5 million Basic Ordering Agreement (BOA) to provide removal and disposal services of regulated waste from various DoS U.S. Mission sites in Iraq. These wastes were to be moved to certified regulated waste facilities mandated by the Government of Iraq (GOI). Rick provided solicitation analysis and proposal strategy, researched waste management standards applicable to State Department facilities worldwide, and developed all original proposal response language for the Technical Volume of the proposal. Result: Win. 

  • After the contract was awarded to AREMENA, Rick developed the first three contract deliverables: o Operations and Safety Plan – Detailed procedures and standards for safely and efficiently executing the scope of work, which primarily involved handling 2,000-pound, 55 gallon drums filled with regulated waste that under some circumstances could become “hazardous” o Operations and Safety Contingency Plan – Detailed plans for managing non-normal operations and emergency events, including a detailed risk management plan for scenarios ranging from chemical fire to mortar attack o Operations Contingency Plan – Detailed plans for ensuring the resources required to meet expanding scope of BOA delivery requirements, including recruiting and subcontractor outreach. 

Proposal Manager/Writer - Afghanistan National Security Forces, Uniform Manufacture AREMENA Engineering & Logistics – (1/12). Provided proposal management and technical writing services for a Department of Defense IDIQ contract to provide uniforms to various divisions of the Afghanistan National Security Force (ANSF). The work required the establishment of production facilities in Kabul and elsewhere in Afghanistan to manufacture more than 100,000 field jackets, shirts and trousers for police and army divisions on an annual basis over a five-year contract period. Advised the AREMENA team on applicable regulations, standards and processes and worked with subject matter experts to develop the technical volume of the proposal. Result: Win. 

Proposal Writer - Boeing RCRA Corrective Action, In-Water Dredge and Shoreline Phase - Granite Construction, Seattle, Washington – (12/11 to 1/12). Provided technical writing services for another phase of the Boeing RCRA Corrective Action, this to repair channel in part of the Duwamish River, and to restore wetlands along shoreline area. Granite was teamed with Pacific Pile & Marine (PPM), a Seattle-based marine construction firm. Worked with subject matter experts from Granite and PPM to develop technical approach volumes (two scopes of work). The technical approach volume submitted for the first part of the special sediment other area (SDOA) was ranked highest among those submitted, and this proposal benefited by familiarity with the Boeing client group and overall project objectives and lessons learned through development of the previously submitted approach material. Proposal Manager/Writer - Proposal Analysis and Strategic Response Services, Granite Construction – (2011-2013). Besides working as a manager and writer on large proposal efforts, Rick Alan Rice Consulting worked with Granite Construction as a special consultant to provide proposal strategy and development for Granite’s full range of pursuits. This involved working with Granite executive personnel to analyze Request for Proposal/Qualification and related solicitation documents to determine how Granite might best position its qualifications and technical approaches to meet solicitation requirements (compliance) and develop winning response strategies. First-stage deliverables include compliance matrices (including proposal outline and division of responsibilities details) and writing templates. Examples of recent consulting projects include. Input was critical to the company’s Go-No Go decision-making process from the perspective of the corporation’s former Chief Proposal Manager, Tom Coppinger (d. 12/13). Projects included: 

  • Apple Campus, Cupertino 
  • Boulder Bypass, Phase II - 12-mile long, four-lane divided, full access-controlled toll road with nine bridges and toll plaza facilities for the U.S. 95 / U.S. 93 interchange at the western terminus to the Hoover Dam / Nevada interchange at State Route 172 (“SR 172”) at the eastern terminus 
  • SR 167/Puyallup River Bridge – Bridge Replacement - $25 million Washington State Department of Transportation project - Request for Qualifications 
  • Kingsbury Grade Pavement Reconstruction Project - $8 million State of Nevada Department of Transportation project – Request for Proposal 
  • Monterey Peninsula Water Supply Project - $70-100 million California American Water desalination infrastructure – Design-Build – Request for Qualifications 
  • U.S. Department of Transportation - Federal Highway Administration - Central Federal Lands Highway Division Multiple Award Task Order Contract (MATOC) - Expedited Roadway Surfacing, Resurfacing, and Repair Contracts in Arizona, Colorado, New Mexico, Utah, and Wyoming – Request for Proposal 
  • SEATAC South Link, Washington Department of Transportation – (2/12) Analysis of a $170-190 million Seattle International Airport Design-Build-Operate-Maintain (DBOM) RFP let to hire a team to build 1.6 miles of double-track Light Rail Transit (LRT) elevated line between the SeaTac/Airport Station and South 200th Street, with a terminal station at South 200th Street and 28th Ave S. in SeaTac, Washington. The scope of work included all civil, architectural, and systems elements to provide a fully functioning light rail extension. Granite is part of a JV team. 
  • U.S. 36 Phase 1 Corridor, Colorado Department of Transportation – (2/12) Analysis of a project to further develop the transportation system in the northwest metropolitan Denver area on and along the US 36 Corridor. The Phase 1 Corridor will connect to the northern terminus of the I-25 Express Lanes to create a continuous managed lanes system. The project includes a financing component to fund design and heavy civil works and the creation of a toll road system. Granite is part of a JV team. 
  • Solar Energy Services and Financing Operations, California Water Resources Group – (2/12) Analysis of a project to develop financing and installation services for solar energy equipment to power operations of California’s water resources. 
  • Arizona Solar Project – (12/11) Analysis of a State of Arizona turnkey solar farm project that involves constructing a solar panel farm, collecting solar power in batteries and tying the power produced into the Arizona electrical grid. 
  • Integrated Fixed Towers, Customs and Border Protection – (12/11) Analysis of a Department of Homeland Security RFP to provide management, supervision, engineering services, personnel, labor, materials, and equipment to build, install, test, and maintain IFT systems for Border Patrol Stations (BPS) along the Arizona-Mexico border. 
  • Selmon Expressway Bridge Construction – (7/11) Analysis and response strategy for RFP for heavy civil transportation construction, Florida. 
  • City of Roseville, California Downtown Improvement – Analysis of a Design-Assist Construction Contracting Services project for Downtown Public Improvement of a Town Square plus Streetscape/Infrastructure Improvements. 
  • NAVAL FACILITIES-SW - Marine Corps Base Hawaii, Kaneohe, Hawaii – Analysis of a task order acquisition to construct an operations complex and an aircraft fire and rescue station (AFRS). Work includes paving and site improvements associated with the new Operations Complex and supporting construction. Granite Construction has an ID/IQ contract with NAVFAC as part of a joint venture with Hensel-Phelps. 
  • Alameda Corridor-East (ACE) Construction Authority General Contractor Pre-Qualification for the Construction of the San Gabriel Trench Grade Separation Project – Analysis of a $240-$280 million firm-fixed price bid-build package to perform grade separations for the Union Pacific Railroad (UPRR) Alhambra subdivision and commences in the city of Alhambra, traverses easterly through the city of San Gabriel and terminates in the city of Rosemead. Work includes lowering the railroad track at street crossings through a 2.2 mile trench and then constructing bridges over the trench at each location. Major components of work consists of relocating and newly constructing various wet and dry utilities which include substantial fiber optic infrastructure installation and coordination with fiber optic owners, construction of a shoofly railroad line, a trench (which requires installation of retaining walls with and without tiebacks and concrete slab), roadway overhead structures, modifications to Alhambra Wash and Rubio Wash, and various public roadway construction. 
  • USACE-Los Angeles District, Surf Fence Replacement, Design-Build bid task order proposal under MACC IDIQ 
  • California Space Center, Vandenberg AFG, California. Proposal for “Phase 0” site and infrastructure development for the California Space Agency (CSA), Vandenberg AFB, California • Portland International Airport, Oregon. Proposal for Paving and Infrastructure, including taxi ways, roadway widening and parking construction – Provided assistance with Executive Summary and other. 
  • Pima-Maricopa Canal Construction. Several proposals for the Gila River Indian Community, Arizona. Extensive site development and canal paving project to improve existing canal systems. Rick worked with Granite’s Tucson office to develop the RFP response, providing compliance and response strategy, principal authorship of key sections. 
  • Sierra Army Depot, Herlong, California –  Proposal Manager. USACE-Sacramento District ID/IQ contract for paving and construction services in tight urban environment. Rick managed the proposal process, interviewed key personnel and provided primary authorship. 
  • Naval Facilities (NAVFAC) Southwest Multiple Award Construction Contracts (MACC) IDIQ. – Rick provided compliance QC. 
  • Arizona Department of Transportation SR-303 – Rick provided compliance QC. 
  • Washington State DOT I-5 Design-Build – Rick provided compliance QC. 
  • USACE-L.A. District Multiple Award Task Order Contract (MATOC) – Rick provided compliance QC and authored key sections. 
  • Proposal Writer - Point Thomson NG/LPG Project, North Slope, Alaska - Granite Construction – (9/11 to 10/11). Worked closely with Granite Construction and CH2M Hill experts to develop some of the most technically sensitive aspects of the proposal, interviewing subject matter experts regarding the development of facilities for the MobilExxon/Worley-Parsons/Fluor Point Thomson gas field development on Alaska’s North Slope. The project involved constructing ice roads to move construction equipment and materials into a remote region near the Alaska National Wildlife Refuge (ANWAR) so that semi-permanent construction and operations camps could be established. Special aspects of the project included: 
    • $200 million Joint Venture between Granite Construction and CH2M Hill, plus a team of eight specialized subconsultants 
    • Extreme weather conditions, including ice road construction, gravel mining, and construction work in winter months when the tundra is frozen, and evacuation in the warm months when melt occurs
    • Sensitive environmental conditions required special protections, including the use of Rollagon to transport workers, materials and machinery with as little disturbance to the environment as possible 
    • Onsite power generation 
    • Construction of air field, gravel mine, ice pads, piers to accept ocean transports, and security installations 
    • Wildlife monitoring and protection 
    • Logistics planning with contingency for unexpected weather conditions
  • Proposal Manager/Writer - Boeing RCRA Corrective Action, Granite Construction, Seattle, Washington – (6/11 to 7/11). Provided proposal management and technical writing services for a dredging and transload facility proposal. Granite Construction’s Everett, Washington office is the prime contractor, heading a team from Pacific Pile & Marine and Watertectonics, who specialize in dredge operations and water quality management, respectively. The project moves approximately 390,000 tons of sediment from the Duwamish River along the shores of Boeing Plant 2, where bombers were built for World War II. A 2.6-acre transload facility is being upgraded to handle transload operations from 100,000-ton barges. The facility is designed as a three-tier structure for water containment purposes. An innovative water barge system is utilized, along with Baker tanks with weirs, to clean sediment water siphoned from the sediment barge, as well as other that may be captured in containment area. The work is done over two or three “fish windows”, which means significant rainfall will impact operations. Any water falling onto the transload facility will be treated and returned by barge to the dredging area, per the NPDES permit for the project. The project has significant logistics challenges, from dredge sets and free water barge operations, to the organization of a 100-container capacity transload facility, coordination with Allied Waste and Waste Management for truck transport and landfill disposal, and with Burlington Northern-Santa Fe (BNSF) and Union Pacific railroads for rail transfer. RAR Consulting is providing the following services:

Proposal Manager/Writer - KAZ Camp, Khor Al Zubair (KAZ) NGL/LPG, Iraq, AREMENA Engineering & Logistics – Proposal Manager/Writer (9/11 to 10/11). Provided proposal management and technical writing services for a design-build-operate-maintain (DBOM) development to provide facilities and Life Support services for a secured 112-person accommodation camp at the Khor Al Zubair (KAZ) NGL/LPG. The two-stage project involved: 

  • Stage 1 – Provision of Camp including design, construction, fit-out and commissioning of accommodation, catering facilities, offices and other support buildings and all required utilities and infrastructure 
  • Stage 2 – Camp operations including Camp management and life support for 2 years with an option to extend on an annual basis for a period of time to be agreed Rick reviewed contributions from a four-firm subcontracting group to organize the technical response, writing much of the proposal from this input. The work was done remotely with production coordinated through services in Dubai, UAE. 

Proposal Manager/Writer - Shell Manjoon Oil Field Development, Iraq - AREMENA Engineering & Logistics – (7/11 to 8/11). Provided proposal management and technical writing services for an Operations and Maintenance and Life Support services contract for a secured compound protected by four police forts and a bridge compound with air lock. The contract provides Health, Safety, Security and Environmental protection services to a population of 220 workers, including dining facility, housekeeping and laundry, IT/telecommunications, field engineering, waste disposal, grounds control and landscape, travel security, and 24/7 facility operations. RESULT: Win. Special issues include: 

  • Iraqi Nationals to staff 90 percent of the project 3 months of notice to proceed, 85 percent at startup, requiring a sophisticated strategy for recruitment, screening, training and mobilizing personnel 
  •  O&M services to be performed to Shell’s rigid HSSE standards 
  •  O&M includes every phase of operations from pre-mobilization and project planning through mobilization, commissioning and eventual handover. 

Technical Writer – Data Center Design-Build – Pacific Gas & Electric (San Francisco, California) – 10/10 to 07/11 – Worked with a multi-disciplinary technical team of PG&E subject matter experts (data center facilities, telecom, security, PMO), architects, MEP systems engineers, executive officers, and an engagement team from Ernst & Young to develop High Level Architecture (HLA), High Level Design, Rate Case, Business Case, Risk Management, Cost Models and other project management decks pursuant to a $120 million design and construction project. The work involved 11 work streams and multiple stakeholders, including Executive Officers, technology managers, and the stockholders. Provided assistance in the development of preliminary Design Guidelines and Specifications. 

  • Preparatory to the work, attended an 80-hour International Consortium for Organizational Resiliency (ICOR) training program to study Tier III data center design requirements. 
  • Work included inventory of components in existing centers, identification of standards, identification of functional requirements, data gathering from subject matter experts and secondary sources, documentation of Current and Future State conditions, PowerPoint presentations, graphic development, desktop publishing, and other. 
  • Produced 350-page Design Guidelines for a Tier III data center based on data gained through design charrettes with architects, civil and MEP engineers, security, life safety, telecommunications infrastructure and networking groups 
  • Produced 75-page Client Requirements document in coordination with the Design Guidelines to provide general specifications for key components of the Tier III DC 

Technical Writer – Cap & Trade Program – KPMG and Air Resources Board (Sacramento, California) – 02/10 to 08/10 - Primary author of the initial Feasibility Study Review for the California Cap-and-Trade program mandated by legislation (Assembly Bill 32, 2006 – Global Climate Initiative). Worked with a KPMG engagement team and staff of the Air Resources Board to identify the legislation’s goals and objectives, then to define the functional requirements of the carbon emissions trading platform that would be required to establish a robust system. A key requirement was that the trading platform work effectively with existing carbon trading programs already in place in other parts of the world. The role of the technical writer was to: 

  • Research existing cap-and-trade systems as part of developing a range of alternative solutions 
  • Interview ARB subject matter experts, particularly regarding integration of cap & trade operations with existing systems monitoring greenhouse gas emissions 
  • Draft the Business Case, Baseline System, and Proposed Solution Sections of the FSR, and to contribute to the development of the financial package (Economic Analysis) 
  • Provide technical edit and production (DTP) of the FSR package
